Zachary Piper Solutions is seeking a Director of Business Development – Government Sales to lead growth efforts in the government sector for a fast-moving startup client. This is a hands-on, execution-focused role ideal for a driven, entrepreneurial leader who thrives in ambiguity, understands early-stage challenges, and is passionate about solving complex problems in the defense and intelligence space.


Location: Denver, Colorado - Hybrid Remote


Key Responsibilities:

Capture & Proposal Management:

  • Lead end-to-end capture efforts from opportunity identification through RFP response
  • Oversee the creation and submission of high-quality, compliant proposals in response to RFPs, RFIs, and other solicitations

Strategic Relationship Building:

  • Develop and maintain strong relationships with key government stakeholders, including DoD, Intel, and Civil agencies
  • Act as the primary liaison between the company and government clients, ensuring clear and effective communication
  • Build and maintain partnerships with commercial primes and B2B2G collaborators

B2B2G Strategy Execution:

  • Develop and execute go-to-market strategies with commercial partners to access government opportunities
  • Collaborate with marketing, sales, and product teams to align efforts and ensure a cohesive approach

Product Feedback & Market Intelligence:

  • Provide product teams with insights into government user needs, preferences, and pain points
  • Conduct market research and competitive analysis to inform strategic decision-making and product development

Compliance & Risk Management:

  • Ensure all proposals and contracts comply with government regulations and standards
  • Identify and mitigate risks associated with government contracts and relationships

Performance Monitoring & Reporting:

  • Track and report on pipeline, win rates, and key performance indicators (KPIs)
  • Own a $5M annual quota tied to clearly defined objectives
  • Provide regular updates to senior leadership on the status of key opportunities and initiatives

Qualifications:

  • Active TS/SCI clearance
  • Bachelors or Masters Degree in Business Administration or related field
  • Experience: 8–10+ years in government business development and capture management
  • Startup/Small Business Experience: Strongly preferred; ability to operate in lean, fast-paced environments
  • Track Record: Proven success securing government contracts and navigating complex proposal processes
  • Knowledge: Deep understanding of DoD and Intel procurement processes (civil space experience is a plus but not required)
  • Skills: Strategic thinker, excellent communicator, persistent problem-solver
  • Tools: Familiarity with CRM systems, proposal management tools, and government procurement platforms
  • Certifications: PMP, APMP, or similar certifications are a plus


Compensation:

  • Salary Range: $160,000 - $180,000 with capture compensation & bonuses
  • Benefits: Cigna medical, dental, vision, 401k, 20 days paid time off, 11 federal holidays, client equity, and sick leave as required by law
