Senior Proposal Manager *TS/SCI Required

Zachary Piper Solutions is seeking a Senior Proposal Manager to lead the development of high-value federal proposals with a federal organization out of Reston, VA. The Senior Proposal Manager will be responsible for shaping winning strategies, ensuring compliance and managing cross-functional teams through proposal lifecycle. *This role requires a TS clearance

Responsibilities of the Senior Proposal Manager:

•          Lead the end-to-end proposal process for high-priority federal opportunities, ensuring compliance with FAR and internal standards

•          Evaluate solicitations for risk, feasibility, and alignment with capture strategies; make informed bid/no-bid recommendations

•          Direct proposal teams in crafting compelling narratives that highlight win themes, technical strengths, and pricing strategies

•          Manage proposal schedules, resources, and color team reviews (Pink, Red, Gold, White) to meet strict deadlines.

Conduct post-submission reviews and contribute to continuous improvement of proposal processes and content libraries

Qualifications of the Senior Proposal Manager:

•          10+ years of experience in writing federal proposals

•          Experience facilitating Shipley Business Development Lifecycle Gate 4 Proposal Bids and Gate 5 Final submissions

•          Experience leading Pink, Red, Gold, and White color team reviews

•          Shipley certification (APMP) required

•          TS/SCI required

•          Bachelor's degree in related field

Compensation of the Senior Proposal Manager:

•          Salary: Between $150,000 – 190,000 annually based on years of relevant experience
