Job Description

Zachary Piper Solutions is looking for a Liaison Officer (LNO) with excellent communication skills to facilitate communication and cooperation between Program Executive Office for Enterprise Information Systems (PEO EIS) and US Army Cyber Command (ARCYBER). The candidate will assist in the development of Army enterprise IT requirements, and provide procedure and process improvement support to the ARCYBER Future Operations (FUOPs). This position is responsible for building synergy, cooperation and communication channels across the program staff(s) to ensure issues inhibiting the development of the Enterprise Computing Environment are properly addressed and remediated.

The Candidate will be responsible for:

  • Effectively communicate the PEO EIS and ADCCP Mission Support missions and how they relate to the ARCYBER mission; ensure that parallel and adjacent work efforts remain synchronized with Army policy and guidance for modernizing its computing environment; identify opportunities to work together to achieve common goals
  • Building and maintaining strong relationships with senior leadership, contractor support, and other project stakeholders; serving as a connector or official go-between among Senior Leaders who rely on current and accurate data to make informed decisions

  • Advising ARCYBER on current roadblocks to acquisition, contracting, and others issues affecting the PEO-EIS mission
  • Providing support to ARCYBER in drafting Army/DoD policy and requirements documentation; participating in working groups, weekly sync meetings, and other networking opportunities to stay updated on current events and issues impacting the Army IT community and the PEO-EIS and ARCYBER missions.
  • Reporting activities to the contract Program Manager:
    • Current status of stakeholder work efforts, noting any deviations from planned schedule or performance
    • Changes to stakeholder organizations; and,
    • Summary of tasks performed
  • Looking for opportunities for information sharing between organizations
  • Understanding the roles of each Army office and command as they relate to Army IT modernization (PEO EIS, ARCYBER, NETCOM, CIO/G-6)
  • Coordinating synchronization meetings among various Army stakeholders

EDUCATION

Required: Bachelor's degree from an accredited university
Desired: B.S. Computer Science, Computer/Electrical Engineering or Information Technology, or other related technical disciplines; and/or combination of education and work experience equivalent

CERTIFICATIONS

Desired: PMP, CAPM, SEC+, Network+, ITIL, MCSE

Years of Experience

- Required: 5 Years
- Desired: 7 years

Requirements:

5+ years professional experience in the following skills:

  • Familiarity with DoD terminology and Army organizational structure
  • Ability to work under pressure and compressed time constraints as a member of a cross-functional team
  • Ability to comprehensively problem solve independent of external guidance
  • Strong organization skills and flexibility to adjust to customer timelines
  • Foundational knowledge of Information and Enterprise Technology trends as they relate to DoD
  • Ability to interact with internal and external customers - 7+ years professional experience preferred
  • Developing and presenting detailed briefings to senior leadership

Desired:

  • Experience in Network, architecture and engineering Enterprise IT services/solutions in support of the DoD
  • Experience in developing Standard Operating Procedures/ Techniques, Tactics, and Procedures for compliance with Army regulations
  • Experience in drafting orders, mission analyses, operations plans, Business Case Analyses, Concept of Operations and Global Force Management policies regarding expansion of IT capabilities across the Department of the Army
  • Familiarity with Army application migration efforts and activities, to include the Army Data Center Consolidation Plan (ADCCP)
  • Familiarity with and working knowledge of the ARCYBER and PEO-EIS organizational structure
  • Working knowledge of Enterprise IT, Cloud environments, and other emerging technologies - 2+ years professional experience desired
